Has anyone encountered this problem?
I didn't get two achievements for upgrading artifacts.
I currently have seven fully upgraded artifacts,
but I haven't received the achievement for five upgraded artifacts and seven upgraded artifacts.
Has anyone encountered this problem?

Same. I got the achievement for fully upgrading my last Interstellar artifact, but I've never gotten credit for all the others. There are a bunch of broken achievements, though, so it's probably not worth worrying about.

The achievement is broken and only counts artifacts upgraded after the achievement system released
