Cannot start Team Fortress 2 quest, however, I was able to select it for Choose your own game quest.
Quest is broken.

Relay Challenge: Formidable Foe / Elder Scrolls Online / House Guard: Get caught thieving and these invulnerable/unkillable NPCs will take down even the best veteran players for a bounty of just a few gold coins.
