Sony Is Slowing PS4's Download Speeds

Sony Interactive Entertainment president Jim Ryan has announced the company is "working with internet service providers in Europe to manage download traffic to help preserve access for the entire internet community."

it doesn't make sense to me. how the bandwitch that is designated for them is any useful somewhere else? is up to their ISP to take the resource and share everywhere else
