We use the fragments to upgrade our artifacts so if you already doing the daily tasks such as "watch twitch" then you could earn more ARP by upgrading the "Pn295 Unstable" artifact which will increase the amount of ARP you earn for watching

You currently own 25 fragments so you can upgrade the "Pn295 Unstable" artifact from its current level (rust) up to gold. This artifact upgrade will give you a boost of +7 ARP for watching twitch (+22 ARP daily).

Then you haven't already done it, you could buy 10 more artifacts from marketplace for 150 ARP and upgrade the "Pn295 Unstable" artifact one more time to reach the platinum level for a boost of +10 ARP (+25 ARP daily).
