why does it not work whenever i sync the runescape game for the community event

Even if steam says you own it (just added), open the game for 10 minutes or more to actually register to you account, after that retry sync, wait 5 minutes after closing it to resync

You need to run the game, but not hours: you need a minimum of 0.1h for Steam to show fresh "recently played" data to AWA. That's 6mn, so as Danteraptor said run it about 10mn and close, then it should be seen.
