I changed artifact yesterday around 3 pm so i thought that i can change the same slot today at 3 pm but unfortunatelly i can't. What can I do?

Lately, say I switch at 11PM. 24 hours later doesn't work. After 12, nope. But by 9AM it works. In the past switching from na to eu servers worked but not the past few times.
