The achievement triggers when you access the Game Vault page 24x. And the second image is a reward for users being patient/persistant after first days opening the door and gaining only a few ARP/DRP. Certainly there's a lore behind it all.

Several achievements were bugged and they're finally unlocking for everyone, it's possible that you have already visited the Game Vault at least 24 times since you became a member and the achievement only unlocked today.
