why are some of the gamevault games showing out of stock and other's show what level you need to be?

When they say out of stock before the vault has started, it's because alienware hasn't added the keys for it yet. They are likely waiting for delivery of the keys from the publisher(s).

Always you see "Out of Stock" in any store, blame the bots.
